About Us

Josh Brown, Texas ESD Consulting President/CEO

Josh Brown brings over 25 years of management experience and a 20-year commitment to the fire service. His passion for community service and dedication to public safety have shaped his remarkable career. 

For the first 18 years of his career, Josh served as the Operations and Financial Manager at Pristech Products. His expertise in managing operations and finances laid a strong foundation.

Josh's fire service began as a volunteer firefighter in 2003. His accounting and management skills quickly came into play. As Treasurer and an active VFD Board member, he made significant contributions to the volunteer fire department, helping the ESD transition into a career-based fire service in 2012.

Driven by his love for the fire service, in 2016, Josh moved full-time to become the General Manager of Bexar County ESD No. 2, overseeing government operations and helping transform the ESD into one of Texas's largest districts.

As the Emergency Services District General Manager, Josh oversees government operations, including financial management, government compliance, information technology, contract management, facility construction, risk mitigation, human resources, legislative advocacy, as well as leadership and technology training.

He also serves as the Executive Director of the Bexar County Emergency Services Districts Association (BCESDA), advocating legislatively for ESDs at the state and county levels.

Josh's unwavering passion fuels his work. He thrives on turning ideas into reality, making a lasting impact on his community.

Justen Noakes, KTLO Solutions President/CEO

Justen Noakes has over three decades of experience in the retail industry, including supply chain logistics, project management, and emergency management. Mr. Noakes has extensive expertise in building and managing world-class business continuity and emergency management programs from the ground up. He has led a top-rated retailer through some of the largest disasters in the United States, including Hurricanes Rita, Ike, and Harvey, the COVID-19 Pandemic, Winter Storm Uri, and the Uvalde Robb Elementary School Shooting, just to name a few.

Kevin Clarkson, Fire Chief, Public Educator, Executive Consultant

Kevin G. Clarkson has served as Fire Chief of District 7 Fire Rescue in Bexar County, Texas since 2009, bringing over 30 years of experience in public safety, emergency response, and organizational leadership. He began his fire service career as a volunteer in 1995 and became a professional firefighter in 2000.  These early experiences laid the foundation for his passion for leadership and operational excellence in emergency services.

Kevin holds a BS in Organizational Management with a focus on Christian Leadership, is a Licensed Paramedic, and holds multiple advanced fire certifications, including Master Structure Firefighter, Fire Officer IV, and Incident Safety Officer.

He continues to lead regional organizations, serving as President of the Bexar County Emergency Service District Association and Vice President of the Alamo Area Fire Chiefs Association. In 2024, he joined San Antonio College as an adjunct professor in Fire Science and Emergency Management. Prior to his current role, he was Deputy Chief of Fire and Security at Toyota Motor Manufacturing of Texas.

Outside of his professional responsibilities, Kevin has been married to his beautiful wife, Stacy, for the past 30 years. Together they have two sons, Conner and Rylee, who are the pride and joy of their lives.

Kevin is deeply committed to public service, education, and mentoring, and is a devoted husband and father.

Brad Bendele, Fire Captain, Prevention and Community Outreach

Brad Bendele is a seasoned public service professional with 19 years of experience, including six years in leadership and administrative roles within the fire service. His career reflects a steadfast commitment to mission support, logistical efficiency, and community engagement.

In his current role as Prevention & Outreach Captain, Mr. Bendele plays a vital part in the strategic planning, coordination, and execution of events involving the fire department, county agencies, and regional partners. He is instrumental in fostering inter-jurisdictional collaboration and strengthening relationships with key stakeholders.

Throughout his career, Mr. Bendele has consistently delivered impactful logistical support, ensuring operational readiness and strategic alignment across organizations. His ability to manage complex initiatives—from internal meetings to large-scale public safety events—demonstrates his adaptability and leadership strength.

In addition to his public service, Mr. Bendele contributes to Texas ESD Consulting, LLC, where he supports emergency services districts with innovative logistical solutions and mission-driven consulting.

He is skilled in building effective operational systems, cultivating strategic partnerships, and aligning all efforts with the overarching goal of enhancing public safety.
